Hackney Homes is the arms length management organisation (ALMO) that manages council stock on behalf of London Borough of Hackney. Established in 2006, it is working towards becoming a ‘two star housing service’ which will enable it to release additional Government money to spend on getting its homes to the Decent Homes standard.

Challenge

To support this key strategic objective, in early 2007 Hackney Homes took the decision to replace its existing housing management system with an up to date, fit for purpose system which would enable the delivery of excellent customer services to its residents.

The new, integrated system would not only provide a single view of residents’ records to Hackney Homes staff, reducing the need for them to refer to paper files or other systems or for residents to repeat requests or queries, but would also support multiple contact channels including phone and the internet, improving choice and access for residents.

Solution

In order to ensure the system that would best fit Hackney Homes’ requirements was selected and that best possible value for money was achieved, the ALMO engaged NCC Group, independent ICT specialists, to project manage the procurement and implementation using the OJEU Competitive Dialogue Procurement route. NCC Group was recommended to Hackney Homes following its work on similar projects for ALMOs including Hounslow Homes and Derby Homes and for local authorities including London Borough of Hackney.

The team of consultants from NCC Group initially worked closely with Hackney Homes’ ICT Services management to prepare a detailed specification, schedules and tender documentation. The initial PQQ was issued in March 2007, with further ITPDs released in August and October 2007 and a final tender issued in December 2007. Responses were managed by the NCC Group team.

Results

The preferred bidder was selected in January 2008, and the procurement stage of the project was completed in May 2008 when Hackney Homes signed a contract with Civica UK Ltd for its ‘Universal Housing’ integrated housing management system, worth over £2million over seven years.

NCC Group is now working with Hackney Homes and Civica UK Ltd to implement the new system.
